Kelsey joined the Fargo Park District as HR Director in February of 2025. In her role, Kelsey is responsible for managing talent development, employee relations, and workforce planning to ensure effective operations and a strong workplace environment. She also oversees the full scope of the Fargo Park District HR department, ensuring efficient operations and alignment with organizational priorities.
Kelsey brings extensive experience in human resources and leadership, most recently serving as Senior Vice President and Director of Human Resources at Western State Bank and Equipment Finance. Kelsey earned a Bachelor of Science degree in Business Administration and Marketing from North Dakota State University and holds certifications as both a Senior Professional in Human Resources (SPHR) and a Senior Certified Professional (SCP) through the Society for Human Resource Management (SHRM).
Kelsey, her husband, two kids and their sheepadoodle live in South Fargo. As a family they enjoy traveling to sports events for the kids, golfing, fishing and spending time outdoors at the parks or the lakes.
