The Fargo Park District Board of Commissioners held its regular monthly meeting on Tuesday, October 6, 2026, in the Alex Stern Community Room at the Fargo Parks Sports Center. The meeting was held in person and streamed virtually. The board approved the agenda and consent agenda as presented.

Director's Report
The board received updates from Executive Director Susan Faus regarding district operations and current initiatives. Updates included the completion of improvements at Lions Conservancy Park, supported in part by a North Dakota state grant, including more than two miles of new trail connections between Lions Conservancy Park and Iwen Park, an ADA-accessible parking lot, a new shelter, trailhead signage, and portable restroom enclosures. The Cornerstone Bank Arena mechanical project is expected to be completed within the next week; ice has been made and is being used. The equipment is currently being tested by the contractor to ensure everything is working properly before we close out the project. Commissioners were also informed that the Yunker Farm Dog Park will close for three days, starting Monday, October 12, to allow for installation of new concrete picnic pads. Staff continue to make progress on implementation of the Strategic Plan and are scheduled to present updates on three completed initiatives at the Planning Committee meeting on October 21.

Back Forty Developers Agreement
The board approved the Back Forty Developers Agreement, which establishes a framework for future trail connectivity and shared-use path improvements associated with the Back Forty development area.
Park Improvement Districts 2026-1 and 2026-2
The board reviewed protests received for Park Improvement District No. 2026-1 (Madelyn's Meadows Park) and Park Improvement District No. 2026-2 (Selkirk Place 3rd Addition). Following review, the board declared the protests insufficient and approved resolutions to move forward with plans, specifications, and the bidding process for both projects.
Lindenwood Park Campground Grant Opportunity
The board approved support for staff to apply for an Outdoor Recreation Legacy Partnership Grant for future improvements at Lindenwood Park Campground. While the project would not add any additional camping sites, the grant funding, if awarded, would support critical infrastructure upgrades and modernization efforts to enhance the campground’s long-term sustainability.
2027 Final Budget
The board approved the Fargo Park District's 2027 Final Budget. The balanced budget lowers the district's overall mill levy by 0.20 mills while continuing to support parks, programs, facilities, capital improvements, and community services throughout the community. The budget reflects strategic investments in operations and infrastructure while maintaining the district's long-term financial stability.
Governance Committee Update
The board received an update from the Governance Committee, including discussions on the Commissioner Compensation Policy, the annual evaluation process for the Executive Director, and the Executive Director Compensation Policy. No action was taken on these items.
Planning Committee Update
The board also received updates from the Planning Committee, including discussions related to the Back Forty Developers Agreement, park improvement districts, the Lindenwood Park Campground grant opportunity, and the 2027 Final Budget. All of these items were advanced to the October 6 Board Meeting for either consent agenda approval or board consideration and action.
