Formation of the Fargo Park District Special Assessment Review Committee
Commissioners voted 5–0 to approve the establishment of a Fargo Park District Special Assessment Review Committee and to appoint the proposed committee members.
The City of Fargo recently proposed transferring park development duties from the City’s Special Assessment Committee to the Fargo Park District. As part of this transition, the Park District formed its own Special Assessment Review Committee, which will oversee the valuation and assessment of new neighborhood park developments.
Per state statute, the Executive Director appoints three reputable residents to serve on the committee with staggered terms and Commissioner approval. The following members were approved for appointment:

Rusty Papachek, Director of Business Development, Koda Bank

Dominic Fischer, Professor and Department Chair, NDSU Landscape Architecture
The same compensation model used by the City of Fargo will be applied to this committee.
Approval of Snow Removal Services for the Fargo Parks Sports Center
Commissioners voted 5–0 to approve a contract with JT Lawn Services for snow removal at the Fargo Parks Sports Center for the 2025–2026 winter season.
Staff received two proposals: JT Lawn Services at $11,000 per month and Glacier Snow Management at $16,000 per month. Based on pricing and service review, staff recommended awarding the contract to JT Lawn Services.
The contract will run from November through April and will be activated when snowfall reaches one inch.
