The Fargo Park District Board of Commissioners held its regular monthly meeting at 5:30 on Tuesday, March 10, 2026, in the Alex Stern Community Room at the Fargo Parks Sports Center. The meeting was held in person and streamed virtually. The board approved the agenda and consent agenda as presented.

Public Commentary

During the public comment portion of the meeting, no public comments were received.

Director’s Report

The board received updates from Executive Director Susan Faus regarding the 2027 Capital Improvement Plan (CIP) process. Departments recently submitted their capital project lists as part of a revised planning timeline that separates CIP development from the annual operating budget process. The executive team will now review and prioritize projects over a five to ten year planning horizon, with final prioritization expected later this spring as the District prepares to begin the next budget cycle.

FM Trailbuilders Update

The board also received a presentation from FM Trailbuilders, a nonprofit volunteer organization focused on building, maintaining, and promoting natural surface trails throughout the Fargo-Moorhead area. The group shared updates on recent trail expansion in south Fargo, including continued development of the Lions Conservancy trail system and the addition of new trail segments in the South River Prairie area.

Trailbuilders also highlighted volunteer-led trail maintenance efforts, including winter grooming operations and partnerships with Fargo Parks staff and local organizations. Looking ahead, the group shared opportunities to expand trail amenities, improve signage and promotion, and collaborate on long-range planning for natural surface trail development in the region.

Governance Committee Update

The board received an update from the Governance Committee related to IT network security improvements, park ordinance updates, and the development of a formal commissioner compensation policy. Staff also shared progress on strengthening cybersecurity protections and reviewing existing ordinances to ensure alignment with current city regulations and state law.

Planning Committee Update

The board also received updates from the Planning Committee, including a Courts Plus operational update, discussion around charitable gaming fund priorities, and several project and service bids that were later approved through the consent agenda.

Additional updates included a request to apply for a Garrison Diversion Conservancy District Recreation Grant, facility maintenance items, upcoming playground replacement projects and related community engagement efforts, and a recap of Giving Hearts Day fundraising efforts supporting Valley Senior Services and the Fargo Parks Foundation.
