Bid awarded to Confluence for Park System Master Planning consulting services 

As part of the consent agenda, Commissioners voted 5-0 to award a bid to Confluence for Park System Master Plan (PSMP) consulting services.  

Proposals were reviewed from four consulting firms by a committee made up of seven Fargo Park District staff members. Consultants were also interviewed by four members of the committee. Based on the review of the proposals and interviews, committee members recommended awarding the contract to Confluence.  

Park System Master Plans are tangible, visionary tools used by parks and recreation agencies to create road maps for planning and completing park improvements and guiding capital investments. These comprehensive plans help to ensure park systems serve the needs of the community today and in the future.  

The PSMP process generally incorporates:  

  • Local and national park and recreation trends 

  • Community demographics 

  • Facility needs 

  • Current and future programming needs 

  • Maintenance  

  • Long term sustainability 

  • Equity and inclusion 

  • Information gathered from the community 

The PSMP process is expected to begin in August and continue through the year with final approval from the Fargo Park District Board of Commissioners in December of 2025. Approval of 2025 preliminary budget  

Commissioners voted 5-0 to approve the 2025 Fargo Park District preliminary budget as presented by staff.  

Highlights of the 2025 preliminary budget include:  

  • Call for a mill levy increase of 2.05 mills.  

  • A 6% state aid revenue increase. 

  • Increase of 4.5% for full-time staff salaries. 

  • Addition of five new full-time staff members. 

  • Increase of 5% in utility expenses. 

  • $1.76 million earmarked for transfer to capital projects fund.  

The Fargo Park District will now submit the 2025 preliminary budget to Cass County on or before the August 10 deadline. Cass County utilizes the preliminary budget submittals to determine individual property taxation for the next fiscal year, which generates preliminary tax statements by the County.  

The Fargo Park District budget public hearing will be held during the regular meeting of the Fargo Park District Board of Commissioners on Tuesday, September 10 in the board room of the Fargo Parks Sports Center. Ongoing budgetary efforts will continue until the Fargo Park Board of Commissioners vote to approve the 2025 final budget scheduled during their regular meeting on October 8, 2024.  

The Fargo Park District has a statutory requirement to submit a final 2025 budget to Cass County on or before October 10 for final certification.

Approval granted for Fargo Park Strategic Plan 

Commissioners voted 5-0 to approve the Fargo Park District’s Strategic Plan. 

In collaboration with internal and external stakeholders, Fargo Park Board Commissioners, community partners, and internal staff, the Strategic Plan was created over six months to foster an active and healthy community.  

The Strategic Plan is proactive, serving as a comprehensive roadmap that outlines priorities, goals, and strategic investments aimed at enhancing safety, accessibility, and public engagement across the Fargo community.  

The plan includes updated mission, vision, and value statements, and three central strategic priorities which are then divided into specific goals, objectives, strategies, and outcomes. With final approval, staff will now begin to implement the plan over the course of several years.
